Positive Declaration and Public Scoping
Dutchess County - The Town of LaGrange Planning Board, as lead agency, has determined that the proposed Crystal Lakes Planned Development District (PDD) may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on October 14, 2010 at 7:30 p.m. at the Town of LaGrange Town Hall, 120 Stringham Road, LaGrangeville, NY 12540.
The action involves a proposal for a Planned Development District (PDD) consisting of a total of 370 attached residential units on approximately 436 total acres. The subject site is located within the R-80 Zoning District. In addition, the Applicant is proposing 220 acres of preserved open space and walking trail networks. The project is located on Hillside Lake Road, Noxon Road and Arthursburg Road in the Town of LaGrange, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Dutchess, Putnam and Westchester Counties - The New York State Office of Parks, Recreation and HIstoric Preservation (NYS OPRHP), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Adoption and Implementation of a Master Plan for Clarence Fahnestock Memorial and Hudson Highlands State Parks. A public hearing on the Draft EIS will be held on October 13, 2010 at 7:00 p.m. at the Hubbard Lodge, 2880 Route 9, Cold Spriongs, NY. Written comments on the Draft EIS will be accepted until November 5, 2010. A hard copy of the Draft Plan/Draft EIS is available for review at the Park Office; at the offices of the agency contacts and the Butterfield Memorial Library, 10 Morris Avenue, Cold Spring, NY; the Howland Public Library, 313 Main Street, Beacon, NY and at the Kent Public Library, 17 Sybil's Crossing, Kent Lakes, NY. The action involves the proposed Adoption and Implementation of a Master Plan for Clarence Fahnestock Memorial and Hudson Highlands State Parks. The draft plan includes natural resource management strategies and proposals for recreational use at both parks. Hudson Highlands will be designated as a Park Preserve and a Park Preservation Area will be designated within Fahnestock. Both parks will be designated Natural Heritage Areas and receive additional Bird Conservation Area designations. Improvements will be made to various recreational facilities including the bathing beach facilities at Canopus Lake, picnic facilities at Pelton Pond, the Canopus boat rental area and peninsula area, parking facilities and trail systems in both parks. A new park office will be constructed in Fahnestock and a new visitor's center will be constructed in Hudson Highlands. Natural resource protection will include invasive species and deer management plans, additional monitoring of significant natural communities and protection of rare, threatened and endangered species, streams, lakes and wetlands. Cultural resource surveys will be conducted and environmental and cultural interpretation will be enhanced. The Draft Plan/Draft EIS describes potential environmental impacts and mitigation of those that may be adverse. Areas that have been evaluated with respect to impacts include: land and water resources, biological resources/ecology, scenic resources, historic/archeological resources, open space and recreation, traffic and access, public health and safety, and growth and character of the community and neighborhood.
The projects are located at the Clarence Fahnestock Memorial State Park in the Towns of Carmel, Kent, Philipstown and Putnam Valley in Punam County, New York. Hudson Highlands State Park is in the Towns of Fishkill, Philipstown, and Cortlandt, the Villages of Cold Spring and Nelsonville and the City of Beacon within Dutchess, Putnam and Westchester Counties, New York.

Orange County - The Town of Chester Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Chester Golf Club - Residential Housing Development. A public hearing on the Draft EIS will be held on November 17, 2010 at 7:00 p.m. at the Chester Academy (High School) Auditorium, 64 Hambletonian Avenue, Chester, New York. Written comments on the Draft EIS will be accepted until December 15, 2010. The Draft EIS will be available on the website: timmillerassociates.com.
The action involves a development of a 227 single family dwelling Residential Housing Development on 398.4 acres. The lands are zoned AR-3, SR-1 and SR-2 in an area that includes vacant land, agricultural uses and single family homes. A portion of the site is also in the Ridge Protection Overlay District. The Ridge Protection Overlay Distirct occurs at and above elevation of 600 feet for this site in this area of the town. The project is located on Bull Road, Laroe Road (County Route 45 and Gibson Hill Road (County Route 82) in the Town of Chester, New York.
