Project Description:
The applicant proposes to increase the permitted take of 66,000 gallons per day of groundwater for municipal potable water use to include an additional 84,480 gallons per day for a total withdrawal of 150,480 gallons per day. The additional take would be provided to the Town of Ellisburg and the Village of Ellisburg to meet current maximum daily demand shortfalls.

Project Description:
The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY-0110418, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).
The Constableville wastewater treatment plant was constructed in 1986. The facility is septic tanks followed by four open sand filter treatment beds designed to treat 0.039 million gallons per day (MGD). The facility has a treated surface discharge to Sugar River, a class C(T) water.
Sample frequency for Temperature, pH, and Settleable Solids are seven days per week. Sample collection for 5-Day Biochemical Oxygen Demand and Total Suspended Solids are four times per year. Discharge Notification requirements have been updated. Monitoring page with flow diagram has been added. The mercury program for dental facility has been added. Permit pages have been updated to reflect current DEC format and nomenclature. The permittee contact name and addresses have been updated.
