Project Description:

The applicant proposes to install a new seawall seaward of an existing seawall and raise the height of the new seawall 3 feet, repair an existing relieving platform with 4,300 cubic yards of concrete fill placed landward of the new seawall and under the existing relieving platform covering an area of approximately 17,300 square feet. The proposed work includes the installation of a 15 inch diameter pipe behind the new seawall with 4 outfalls connecting to 3 existing 12 inch diameter outfalls. To offset the water quality impacts to the Harlem River the applicant will contribute to complete a portion of a NYSDEC tidal wetlands restoration project in the Bronx. The project site is located in the Harlem River between 147th & 150th Streets, Manhattan.

Project Description:

The Department has made a tentative determination to approve this application for a modification of an existing SPDES permit. Permittee submitted a modification request to construct a new storm sewer to drain stormwater from a paved area along the east side of units 10 & 20. The facility proposes to construct two catch basins and storm sewer piping that connects to an existing New York City Department of Environmental Protection (NYCDEP) storm sewer which conveys stormwater from Vernon Avenue and discharges to the East River through Ravenswood's bulkhead. Additionally, permittee requested to remove and transfer permitted outfall 002 (stormwater from the Steam Station A House lower roof drains) to the Consolidated Edison's SPDES permit NY 0201227 which has also been issued at this locations for discharges associated with Consolidated Edison activities. A permit modification request has also been received from Consolidated Edison to add this stormwater outfall to their SPDES permit.

Permittee requested to add the stormwater discharge from the Steam Station A House lower roof drains which discharge through permitted outfall 001. This stormwater discharge is from the lower roof drains of the Steam Station A House and was previously permitted under the TC Ravenswood, LLC - Ravenswood Generating Station SPDES Permit No. NY 0005193. It has been requested to be included this stormwater discharge under this permit because stormwater discharges through outfall 001 which is already permitted by Consolidated Edison. A permit modification request is also being processed from TC Ravenswood, LLC to remove the stormwater discharge outfall from their SPDES permit.
