Project Description:

The applicant proposes to develop and operate a 2.8 acre surface sand and gravel mine within a 86.7 acre parcel south of Harrisville. The project site is Derrick Kiggins' property which is located approximately 2,500 feet west of the South Creek Road and 4,000 feet north of the Middle Branch Road, +/-1 mile south of Harrisville. The mine is intended to operate as a traditional surface extraction of the Duane and Colton series of gravelly loamy sands, which are the predominate soil types on the site. Mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. A backhoe and pay loader will be used to remove the material from the site below the local water table. Mining is proposed to remove approximately 3,000 tons-per-year of aggregate sand and gravel over the estimated 10 year operational life of the mine. Material will be stockpiled as unprocessed 'run-of-bank', or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-2 acre open water surface within uniformly graded and re-vegetated open land. Up-land reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 2.8 (LOM) acres.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 22, 2010.
