Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0021423), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).

The City of Norwich Wastewater Treatment Plant has a design flow of 2.2 mgd (5/15 - 10/15) and 2.5 mgd (10/15 - 5/14). Treatment consists of wet well, screw pumps to bar screens, grit chambers, gravity flow to sedimentation tanks, three trains of secondary treatment rotating biological contractor, secondary treatment tanks and chlorine contact tanks. Sludge is pumped to either a sludge thickener or an anaerobic digester. Sludge is disposed at County landfill.

The following changes to the permit are proposed: Chesapeake Bay Action Levels and Monitoring has been added for both Nitrogen and Phosphorous. A schedule of compliance for Chesapeake Bay Watershed Strategy has been added.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
