Project Description:

The applicant proposes to clear approximately 125 cubic yards of emergent wetland vegetation from the traditional association sand beach and wading area. Two areas of vegetation have become established due to recurring low water levels in Lake Ontario. One area is 48' wide and another is 20' wide, both extending approximately 100' lakeward. The vegetation would be excavated to a depth of 6" during late season when the site is dry by rototilling to loosen the root mass and removal by tractor and bucket. The site is located 1.3 miles south of the Village of Sackets Harbor, west of NYS Route 3 off Knobby Knoll Road. Excavated material would be disposed of on existing farm fields on the property.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY-0021351, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Forestport wastewater treatment plant consists of septic tanks and sandbed filters, designed to treat 24,000 gallons per day (GPD). The facility has treated surface discharge the Black River, a Class C(T) water.

The permit will allow for continued operation with no changes to the facility effluent limits. Permit pages have been updated to reflect current DEC format and nomenclature. A facility diagram has been added.
