Negative Declaration
Jefferson County - The Town Board of the Town of Clayton, as lead agency, has determined that the proposed Adoption of a Local Waterfornt Revitalization Plan will not have a significant adverse environmental impact. The action involves the preparation and adoption of the Town of Clayton and Village of Clayton Local Waterfront Revitalization Program (LWRP) and Harbor Management Plan (HMP). The LWRP and HMP outlines local policies and land and water uses to guide development activities within the Town and Village of Clayton Waterfront Revitalization Area boundary and includes specific public and private actions to improve waterfront access, upgrade public infrastructure, and revitalize underutilized sites. The proposed Town and Village Waterfront Consistency Review Laws establish procedures for determining the consistency of proposed actions with the LWRP, will require a consistency determination for all actions or direct agency actions within the Waterfront Revitalization Area boundary, and provides for prosecution of violations of these requirements. Adoption of the proposed Village of Clayton Riverwalk District C Design Guidelines as well as the Town of Clayton's Rural Design Guidelines and Scenic Protection Overlay District and Agricultural-Island Residential District, will be used to implement land use recommendation set forth in the LWRP. The project is located in the Village of Clayton and the northerly one-third of the Town of Clayton, New York.
