Project Description:

The applicant proposes the installation of approximately 1,155 linear feet of steel bulkhead, waterward of existing deteriorated timber bulkhead, stone seawall, and concrete stacked slabs, at an existing boatyard/marina. Also proposed is the expansion of the existing docking facilities (via the installation of pilings and floating docks) to result in a 56,322 square foot docking facility, able to accomodate approximately 51 boats, in addition to numerous kayaks, dinghies, and canoes. Finally, the establishment of a reconfiguration perimeter is requested to allow for future as needed relocation of the floating docks and pilings within that perimeter.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0026697), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). The New Rochelle WWTP is being upgraded to increase treatment capacity for 13.6 mgd to 20.6 mgd, to provide biological nutrient removal systems, and to meet the new water quality based effluent limit for total residual chlorine. The proposed treatment system includes screening, primary settling, pure oxygen activated sludge, final settling, fine screening, two-stage (nitrification-denitrification) biological filtration, and ultra-violet disinfection. The primary sludge, waste activated sludge and scum from this facility and the sludge from Mamaroneck WWTP will be thickened by gravity belt thickener, dewatered on the belt filter press and then hauled for disposal or reuse. The following changes to the permit are proposed: - A permit limits page with limits for the proposed flow capacity of 20.6 mgd has been added. - Long Island Sound Management Zone 7-Phase I has been removed as it is no longer effective. - A mercury limit change and development of a Mercury Minimization Plan has been added. - Parameter action levels have been changed to water quality based effluent limits based on the proposed increase in flow, discharge levels, and the water quality standards. - Action levels for parameters have been adjusted to reflect the discharge levels from the facility. - Whole toxicity testing action levels have been added. - Monitoring locations page has been updated. - Short-term high intensity monitoring for the parameters detected in the latest comprehensive sampling analysis has been added.

Project Description:

There are no changes to the primary settling, final settling tanks and chlorine disinfection. The sludge and scum are pumped to New Rochelle WWTP for treatment and disposal. The facility has treated surface discharge to the Long Island Sound, a class SB water. The following changes to the permit are proposed: - Flow capacity changed from 20.6 mgd to 23.2 mgd. - Mass loading limits for BOD and TSS have increased. - Action level for silver has been removed as data results were non-detects. - Action levels were adjusted. - Long Island Sound Management Zone 7-Phase I has been removed as it is no longer effective. - A mercury limit change and development of a Mercury Minimization Plan has been added. - The monitoring location page has been updated. - A short-term high intensity monitoring program for the parameters detected in the latest comprehensive sampling analysis has been added.

Project Description:

The project sponsor proposes to construct a one bedroom dwelling at the southwest corner of the Pine Drive and Westchester Avenue intersection. The lot will also include an individual well, sanitary sewage disposal system (ssds), and driveway. Portions of the driveway and ssds force main will cross the wetland proper. Mitigation will include plantings, installation of two rain gardens, and an invasive species removal maintenance program. The project will also need approvals from Westchester County Department of Health, Town of Pound Ridge Planning Board and WCC Commission.
