Negative Declaration

Monroe County - The Town of Greece Town Board, as lead agency, has determined that the proposed Latte Road Senior Living Community will not have a significant adverse environmental impact. The action involves a proposal by the project sponsor Arena Development, LLC to rezone 11.78 ± acres of real property from R1-12 (Single-Family Residential) to RMS (Multiple-Family Residential- Senior Citizen). The proposal is for one three-story apartment building (176 apartment units exclusively for income-qualified senior citizens; 169,000 ± total square feet), with related paved parking, utilities, grading, landscaping/buffering, and other site modifications. The project sponsor hopes to complete the proposal by late 2010 or early 2011. The project sponsor proposes access to the site via Latta Road (New York State Route 18, a four-lane highway). The initial proposal has been revised to include access across the adjoining property to the west, to a traffic signal at Long Pond Road (Monroe County Route 136, a four-lane highway). The site currently consist of two single-family houses and undeveloped land. Existing land uses in the vicinity consist of single-family residential, office, commercial, and a public park. The site is substantially contiguous to the north side of the Town of Greece's Sawyer Park. The project is located at 3027 and 3057 Latta Road (NYS Route 18) in the Town of Greece, New York.

Orleans County - The Town of Barre, as lead agency, has determined that the proposed Town of Barre Water District No. 5 will not have a significant adverse environmental impact. The action involves the extension of public water service within the Town of Barre Water District No. 5. Residents in this area are dependent upon individual groundwater supplies that historically have produced very low yields of poor quality water. The project will serve 119 properties with a total of 97 single family homes. Approximately 37,450 linear feet of watermain will be installed. In addition to the watermain, the project includes hydrants, valves, road crossings, excavation and bedding materials, watermain connections, residential hook-ups, and surface restoration. While 1,700 linear feet of the proposed watermain on Culver Road will be located in the Town of Albion in order to connect to the existing water system, no residences in the Town of Albion will be served with public water as a result of the project. The project is located along portions of Allis Road, West Barre Road, Hill Road, Eagle Harbor Road and Culver Road in the Town of Barre and Town of Albion, New York.
