Project Description:
The Department has made a tentative determination to renew SPDES Permit # NY-0125997 for the discharge of up to 16,800 gallons per day (gpd) of treated sanitary waste to groundwater and that will be discharged after treatment by an on-site wastewater treatment system. Sinclairville Elementary School is located southwest on County Route 314, a half a mile east of the Village of Sinclairville. The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought. In commenting, please refer to this application by application number and SPDES Permit number listed in this notice.

Project Description:
The applicant proposes to use short fiber material, a waste by-product of the cardboard manufacturing process, to produce animal bedding at the Packard Road facility. This material, which has previously been landfilled, would be trucked to the facility, mixed with cement kiln dust and wood chips and marketed as an animal bedding. The sludge would come from the Norampac Industries facility at 4001 Packard Road, City of Niagara Falls.
