Project Description:

The proposed project involves the expansion of an existing apple packing facility, including the processing of wastewater from the apple washing rinse and the associated installation of a sub-surface tile wastwater disposal system. Project includes a new building (35,515 sq. ft. agricultural warehouse) to be used for apple packing, loading, and additional cold storage space for apples being processed from the applicant's orchards. In addition, sand and gravel is to be removed from two locations on site for use in the expansion. An agricultural exemption was granted from the requirement of a mining permit.

Project Description:

The project sponsor proposes to cut back and regrade a 40 linear foot section of an eroding vertical bank of Calkins Creek [Index# D-53-2-1, Class C(T)] for the purpose of establishing a more stable vegetated slope. In addition, a new channel will be excavated (~70 linear feet in length) realigning the stream away from the old dam that erodes during high flow events. This work is part of the site's farm plan developed in concert with the Sullivan County Soil & Water Conservation District.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0008613), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS), and to renew the permit which was extended under the State Administrative Procedures Act (SAPA). This is a renotice of the Notice of Intent to Modify that was previously published in the Environmental Notice Bulletin on 3/24/2010. The DEC revised the proposed draft permit based upon comments received from the permittee.

The Brooklyn Bottling Company of Milton WWTP discharges at outfall 001 with a combined design flow of 0.131 mgd. Process and sanitary wastewater treatment consists of flow equalization, an activated sludge biological treatment system, tertiary sand filters, disinfection, aeration and dechlorination. Cooling water is treated by equalization, aeration and filtration prior to combining with other treated wastewater at the disinfection tank. The facility has treated surface discharge to an unnamed tributary of the Hudson River, a class C water. The following changes to the permit are proposed: Permit pages and conditions have been updated reflecting current DEC guidance, format and nomenclature. Two stormwater discharge outfalls from areas of industrial activity have been added. One abandoned subsurface sanitary disposal systems has been removed. Discharge outfalls have been renumbered. Industrial Best Management Practice requirements have been added which require the development and implementation of a Best Management Practices Plan. Additional conditions have been added for visual monitoring of the receiving stream. A schedule of compliance has been added to address the proposed installation of a rapid sand filter; develop and submit an industrial best management practices plan; and, conduct a stream survey in 2012. Discharge Notification Act requirements have been added. Monitoring location pages have been added. Outfall 001: Seasonal limits and sampling for CBOD5 has been added in place of UOD. A TSS monthly average limit of 10 mg/l has been added along with a daily maximum limit of 35 mg/l. An interim TSS limit of 35 mg/l will be implemented until construction of the rapid sand filter is completed. A temperature monitoring requirement has been added. Limits for settleable solids have been reduced to reflect technology based limits for a filter effluent. WET testing has been added. Monitoring requirements have been added for plant cooling water at outfall 01B and stormwater outfalls 002 and 003.

Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to issue a modification to the State Facility Permit for the operation of Blythedale Children's Hospital located in Valhalla, Westchester County.
Blythedale Children's Hospital (BCH) is an existing Air State Facility that requested a permit modification (Modification No.1) to increase its combustion capacity.

This modification reflects the replacement of the three boilers (Emission Unit 00001) with three identical Cleaver Brooks FLX200-1200 boilers with a maximum heating capacity of 12 million BTU./hr each. The boilers will primarily fire natural gas and use No.2 fuel oil as back up fuel. BCH is also adding another engine chiller (Tecogen 7400) that will fire natural gas only. Thus, this site will operated four chillers under Emission Unit 00002. In addition, the hospital operates one emergency generator, rated at 750 KW under Emission Unit 00003 and two fuel oil storage tanks which are exempt sources.

The facility is capping its NOx emissions to under 22.5 tons per year.

Applicable regulations for this site include 6NYCRR 200, 201-1, 201-3, 201-5, 201-7, 202, 211, 225, 40 CFR 68 and 82F.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.
