Notice of Acceptance of Final SEIS

Suffolk County - The Town of Brookhaven Town Board, as lead agency, has accepted a Final Supplemental Environmental Impact Statement on the proposed Change of Zone for the Hamptons Club at Eastport. The Final SEIS is available from the contact listed below and online at: brookhaven.org. The action involves a Change of Zone from A1-Residential to B-Residential for the construction of 116 attached and 3 detached residences and a recreation building with all associated infrastructure including roads, drainage and utilities on a 76.44 acre site. A portion of the site will be allowed to revert to native vegetation and will become Open Space to remain natural and undisturbed. Eleven (11) Pine Barrens Credits and forty four (44) Sanitary Credits will be used to transfer development to the property and to mitigate impacts. The project is located on the north side of the Sunrise Highway north service road and east of County Route 51 in Eastport, Town of Brookhaven, New York.

Suffolk County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has accepted a Final Environmental Impact Statement on the proposed Adoption and Implementation of a Master Plan for Hallock (formerly Jamesport) State Park Preserve. Copies of the Final Plan/Final EIS are available at the Park Office at Wildwood State Park, North Wading River Road, Wading River; at the offices of the agency contacts; and at the Riverhead Public Library, 330 Court Street, Riverhead, NY 11901. The action involves the adoption and implementation of a Master Plan for Hallock (formerly Jamesport) State Park Preserve. The final plan includes designation of the entire park as a Park Preserve, and a portion of the park as a New York State Natural Heritage Area. The plan provides for natural resource protection including strategies to control invasive species, and for additional management of maritime shoreline community, endangered species and unique natural resources. Recreation facility development recommendations include car-top, non-inflatable, hand-powered watercraft (kayaks and canoes) as a recreational use at Long Island Sound; scuba diving; fishing; access to the shore; equestrian use at the park by permit during specific times of the year; and development of a formal trail system with designated uses. Measures to protect and interpret cultural and historic resources include developing interpretive signage and trails, fostering a link between the Hallockville Museum Farm and other local cultural organizations, and developing interpretive panels on park history. Park operations, maintenance and infrastructure improvements include: renaming the park "Hallock State Park Preserve"; constructing a Nature Center / Park Office, maintenance facility, park manager residence, main loop road, entrance and exit to the park. A main parking lot, "shoreline access road", accessible parking area and overlook near the shoreline would also be developed. The Final Plan/Final EIS evaluates potential environmental impacts and mitigation, including impacts to: transportation/access, land, recreation/open space, water/coastal resources, biological resources/ecology, cultural resources, scenic/aesthetic resources and public health. The final plan/Final EIS also includes a chapter summarizing comments on the Draft Plan/Draft EIS and the agency's responses to comments. The project is located at the Hallock State Park Preserve in the Towns of Riverhead and Southold, New York.
