Project Description:

The Department has drafted an Air State Facility (ASF) Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and Federal Clean Air Act Amendments and made a tentative determination to approve this application for Cytec Olean Inc. Cytec Olean Inc manufactures polyurethanes, epoxy products, adhesives and solvent borne primers and coatings in batch reactors. This permit action is required to change the existing Air Facility Registration to an ASF Permit. The draft permit contains a federally enforceable condition limiting emissions of total hazardous air pollutant (HAP) and an individual HAP emissions to 22.5 tons per year (tpy) and 9 tpy, respectively, during any 12 consecutive month period in order to establish the facility as a minor source not subject to the Title V permitting requirements of 6NYCRR Part 201-6. The permit also includes restrictions on the annual and short term emissions of 2,4- and 2,6-toluene diisocyanate (TDI) to ensure potential off-site impacts do not exceed the short term guidance concentrations and annual guidance concentrations from NYSDEC's DAR-1 guidelines. Stack testing will be completed to confirm actual TDI emissions.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
