Project Description:

The Department has received an application to grant a six month extension on the Schedule of Compliance for implementation of nutrient removal without a major capital upgrade for the above-referenced sewage treatment plant on Steuben Street in the Village of Painted Post. The nutrient removal program is intended to remove phosphorus from the final effluent discharged from the plant. This proposed modification will make the due date for implementation of nutrient removal January 12, 2011. The modification also establishes an interim due date of October 12, 2010 for implementation of a manual dosing system to aid in the removal of phosphorus from the effluent of the wastewater treatment plant. This modification does not involve any new construction, changes in effluent limits or any other process changes. The treatment plant discharges to the Chemung River, a class C waterbody.

The Department has made a tentative determination to approve this modification. As a tentative determination, the Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review at the Department's Region 8 office in Avon, NY.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 27, 2010.

Project Description:

The applicant proposes to conduct maintenance dredging of the boat basin and connection to the navigational channel located at the United States Coast Guard Station at Sodus Point. Approximately 800 cubic yards of material will be dredged from the basin, dewatered and reused in a beach replenishment project on the Wayne County operated beach located north of the Coast Guard Station on Lake Ontario. The material to be dredged is approximately 95% sand and the Department has determined that the material is suitbale for the proposed use.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
