Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a renewal of an existing Title V permit for Carthage Energy LLC, 701 West End Avenue, Carthage, NY 13619. The facility consists of a GE Frame 6 gas turbine, heat recovery steam generator (HRSG), Coen duct burner, and steam generator. Facility supplies electricity to the open market. The gas turbine/HRSG unit is equipped with Steam Injection to control NOx emissions.

The facility is a major facility subject to the requirements of Title V. The facility's pollutant emissions which contribute to major source threshold are: Nitrogen Oxides, Carbon Monoxide and VOCs. The facility is subject to Prevention of Significant Deterioration, 40 CFR 52.21 for Nitrogen Oxides, Particulates, PM-10, VOCs, and Carbon Monoxide. The facility is also subject to the Acid Deposition Reduction Act (ADR), Parts 237and 238, and CAIR, Parts 243, 244, and 245.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the Department web site at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a renewal of an existing Air Title V permit at WPS Beaver Falls Generation LLC; 9644 Main Street; Beaver Falls, New York 13305. The facility consists of a Siemens V64.3 gas turbine, deltak heat recovery steam generator (HRSG), Coen duct burner, and Ansaldo steam generator. Facility supplies electricity to the open market and process steam to a thermal host. The gas turbine/HRSG unit is equipped with SCR to control NOx emissions.

The facility is a major facility subject to the requirements of Title V. The facility's pollutant emissions which exceed the major source threshold for Title V are: Nitrogen Oxides and Carbon Monoxide. The facility is also subject to the Acid Deposition Reduction Act (ADR), Part 237 and CAIR, Part 243, 244, and 245. The facility is also subject to the 40 CFR 60, Subpart Dc, and GG.

Project Description:

The Department of Environmental Conservation has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law. The approved application is for the issuance of a permit for the discharge a varying amount of swimming pool effluent into the Black River Canal, a Class C waterbody from the facility located in Boonville (V), Oneida County.

There are no significant changes to the previously existing permit however special conditions for pool draining and water treatment additives have been added. The Monitoring page with flow diagram has been revised and discharge notification requirements have been updated. Permit pages have been updated to reflect current DEC format and nomenclature and permittee names and addresses have been updated as well.

This tentative determination indicates that a discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Project Description:

The repair, removal, replacement/installation, and realignment of the existing security perimeter fence partially in class 2 state regulated wetland RR-14 and the surrounding 100' adjacent area. A maximum of 7670 linear feet of affected fence will be within the wetland or wetland adjacent area. The fence will be realigned closer to the airfield in several locations to exclude wooded areas and other wildlife habitat from the active airfield. Drive anchors will be used in lieu of concrete footers in the wetland and the adjacent areas.
