Project Description:
The applicant proposes to treat the central 24 acre portion of Lake Secor with the algaecide Copper Sulfate Fine Crystals (active ingredient copper sulfate pentahydrate) to control nuisance algal growth. Lake Secor is a 48-acre lake that is contiguous with New York State designated Freshwater Wetlands OL-46 (Class II) and ML-10 (Class I). Although the algacide treatment will not be performed within either wetland or 100 foot adjacent area, incidental drift of copper sulfate into regulated areas is anticipated. The outflow from the lake will not be restricted following the proposed treatment.

The applicant proposes repair and rehabilitation at five locations on the NYS Thruway system which include debris and silt removal, placement of stone riprap, and concrete repair to wingwalls and culverts. The locations are at milepost 12.2 on I-95 in the City of Rye, Westchester County; milepost 21.98 on I-87 in the Town of Clarkstown, Rockland County; milepost 42.14 on I-87 in the Town of Tuxedo, Orange County; milepost 51.93 in the Town of Cornwall, Orange County; and milepost 59.7 on I-87 in the Town of Newburgh, Orange County. The project will impact state wetlands J-4, PR-1 and PR-5 as well as various federal wetlands. No new disturbances are proposed.
