Negative Declaration

Dutchess County - The Village of Red Hook Planning Board, as lead agency, has determined that the proposed St. Paul's Lutheran Evangelical Church Subdivision Plat Approval will not have a significant adverse environmental impact. The action involves the subdivision of 14.96 acres into six lots. The property is listed on the National and State Registers of Historic Places as a historic church complex. No development or alteration of any existing structures has been proposed at this time. The project is located at 7404-7426 South Broadway in the Village of Red Hook, New York.

Notice of Acceptance of Draft EIS - Extended public comment period

Orange County - The Town of Montgomery Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Taylor Biomass Gasification Project. A Notice of Acceptance and Draft Environmental Impact Statement (DEIS) and Public Hearing concerning the above proposal was published on June 30, 2010 in NYSDEC's Environmental Notice Bulletin, in addition to local newspaper notice. The notice provided for written comments on the DEIS to be submitted by the public by July 30, 2010 to the contact noted below. A Public Hearing on the DEIS was held on July 15, 2010 as scheduled. At the conclusion of the Public Hearing, the Lead Agency resolved to extend the public comment period from July 30, 2010 to August 4, 2010. All other public comment procedures remain the same. The action involves a proposal by Taylor Holdings Group, Ltd. (Taylor) to expand upon an existing, permitted, recycling facility located in the Town of Montgomery. The proposed facility would handle daily, 950 tons of municipal solid waste, construction and demolition material and 100 tons of wood waste, which after sorting and removal of recyclable materials, would be used to produce a syngas to power a small on-site electric generating facility. In furtherance of the proposed project, Taylor petitioned the Town Board of the Town of Montgomery, seeking to amend the Town's Zoning Code and Zoning Map. Taylor has petitioned the Town Board to consider several modifications to the Town of Montgomery Zoning Law, including modifications to the Bulk Requirements for Composting, Recycling, Handling and Recovery Facilities and other related definitions and provisions to permit the proposed biomass gasification-to-energy project. Taylor also requested that the Town Board rezone 13.3 acres within the project site from Residential Agriculture (RA-3) to Interchange Development (10) in order to bring the whole project area within the ID zone.
