Project Title: Benson Mines, Inc. Wind Monitoring Mast

Project Description: The project as proposed is the temporary installation of a 10 inch diameter, 50 meter (164± foot) tall guyed mast to support weather monitoring instruments. The information will be used to evaluate the project site for purposes of determining whether the wind resource is sufficient to proceed with the development of a commercial wind farm. The temporary mast is intended to collect wind speed and direction data for a period of approximately 12 to 24 months. The monitoring mast is proposed in an existing cleared area which has vehicular access.
St. Lawrence County - The NYS Department of Environmental Conservation, as lead agency, has determined that the proposed Langevin Excavation - Benson Mine will not have a significant adverse environmental impact. The action involves expanding a permitted 4 acre sand and gravel mine to include an additional 15.8 acres. The mine operates as a traditional surface mine using mechanized equipment. Crushing with a portable crusher and screening material may take place as needed. The project is located approximately 3,300' north of NYS Route 3, 1,000' east of County Road 60, 2.5 miles south of Newton Falls.

Notice of Acceptance of Draft EIS and Public Hearing
Jefferson County - The NYS Office of Parks, Recreation and Historic Preservation, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Adoption and Implementation of a Master Plan for Robert G. Wehle State Park. A public hearing on the Draft EIS will be held on Tuesday, August 10, 2010 at 7:00 p.m. at the Wehle State Park maintenance facility. The park is located at 5502 Military Road in Henderson, NY. A hard copy of the Draft EIS is available for review at the Park Office; at the offices of the agency contacts and the Henderson Free Library, 8939 State Route 178, Henderson, NY. The online version of the Master Plan/DEIS is available at the following publically accessible web site: http://www.nysparks.state.ny.us/inside-our-agency/public-documents.aspx. Written comments on the Draft EIS will be accepted until Friday, September 3, 2010. Comments may be emailed to RobertWehle.Plan@oprhp.state.ny.us. The draft plan includes proposals for resource protection and for recreational use including improvements to the trail system, construction of a group camping area and an additional picnic and overlook area, provision of a log cabin as an optional amenity for the park's rental compound, utility upgrades and additional environmental and cultural interpretive opportunities. Natural resource protection recommendations include implementation of an invasive species management plan and a swallow-wort educational interpretive plan. The master plan includes protection of significant natural communities such as calcareous pavement barrens, shoreline outcrops and wetlands. It also calls for improved management of remnants from a former military base to protect and interpret those cultural resources. The project is located at the Robert G. Wehle State Park in the Town of Henderson, Jefferson County.
