Article 15 Title 15 Water Supply

Project is Located:

Chesterfield, Essex County

Project Description:

WSA#10,992. The applicant proposes the installation of a complete water supply and distribution system to serve Port Kent Water District #1 and the taking of a supply of water in amounts estimated to average 100,000 gpd from Lake Champlain. The existing springs have been determined by NYS DOH to be under the influence of surfacewaters, and will be abandoned. The project involves the construction of a water intake structure, with approximately 610' of raw water piping placed in Lake Champlain, of which 485' will be placed directly on the lake bottom with the remaining 125' placed via trench excavation (50 CY). A temporary rock pier will be constructed in the lake for equipment access to install the trench/piping, and will be removed upon project completion. A new pump station vault and control building at the shore of Lake Champlain, with a new water filtration plant, and associated water distribution lines will be installed. The filtration plant requires a SPDES wastewater discharge permit for the proposed filtration system backwash water through two 60'x40' settling basins to a road side dry ditch on Trembleau Rd (DEC #5-1520-00088/00001; SPDES #NY-025 6480). An existing boat ramp next to the pump station control building will be replaced in-kind with a reinforced concrete slab. This project was also reviewed by the Adirondack Park Agency (APA #J2009-324).
