Negative Declaration

Erie County - The Buffalo City School District, as lead agency, has determined that the proposed Buffalo Public Schools: Phase V Modernization, Reconstruction, and Improvements Project will not have a significant adverse environmental impact. The action involves interior and exterior renovations and other improvements including site work and some additions at the following Buffalo Public Schools: #18-Dr. Antonia Pantoja Community School of Academic Excellence, #53-Community School, #59M-Dr. Charles R. Drew Science Magnet Museum Site, #61-Early Childhood Center, #64-Frederick Law Olmsted School, #65-Roosevelt Early Childhood Center and #202-Grover Cleveland High School. The schools were previously identified and considered in the original SEQRA review and Negative Declaration for the Modernization, Reconstruction, and Improvements Project in 2002. Like prior work undertaken as part of this project at other schools, Phase V will provide support spaces for 21st Century learning environments and to meet State Education Department requirements. Phase V also includes an Energy Savings Performance Contract Project and a District Wide Technology (DWT) program including new communication network HUBS.

Renovations include upgrading building systems including mechanical, electrical, plumbing, fire alarm, facilities management, communication and security systems. Where required, interior spaces will be re-configured to meet current program needs and Code and accessibility (ADA) requirements and to utilize a standardized District Wide Technology (DWT) program. Interior finishes on the floors, ceilings, and walls will be upgraded, and new fixtures and furniture will be provided. Exterior renovations include brick re-pointing, roofing repairs, window upgrades, general cleaning, and chimney modifications. Site renovations include maximizing parking lot configurations, upgrading sidewalk and entrance areas (accessibility) and landscape modernization. Additions will include a 30,000 ± square foot addition at School #64 and a 11,650 ± square foot addition at School #53.
