Project Description:

The Department has made a tentative determination to approve this application for a new permit for a proposed withdrawal of up to 3,594,000 gallons per day and a discharge of up to 6,000,000 gallons per day of treated groundwater into the East River (Class I) and Gowanus Canal (Class SD) via 5 discharge points, discharging to the waterbodies via the Gowanus Flushing Tunnel and NYCDEP Outfall RH-020 from treatment systems consisting of settling tanks and additional treatment as necessary at the applicant's project site located mainly along Degraw Street from Buttermilk Channel to Gowanus Canal in Kings County where the applicant proposes to install and operate a temporary dewatering system to facilitate the repair and upgrade of the Gowanus Flushing Tunnel and Pump Station.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The Department has made a tentative determination to approve this application for a modification to an existing permit to increase the permitted discharge to up to 1.44 million gallons per day from the currently permitted 0.72 million gallons per day of treated groundwater into the Hudson River (Class I) via NYCDEP Outfall NR-043 from a treatment system consisting of a settling tank, bag filters and liquid phase carbon adsorbers at the applicant's project site located in the Manhattanville area in an area roughly bounded by Broadway, W 129th St, 125th St, St Clair Pl and the Henry Hudson Parkway in Manhattan where the applicant will construct new combined and storm sewers.

Project Description:

The applicant proposes to fill to grade depressions created during the removal of large buried debris from two access pathway sites created in the NYC DEP New Creek Bluebelt at the margins of DEC Freshwater Wetland No. NA-9 (Dongan Hills). The two access paths are located west of Jefferson Avenue between Grimsby and Freeborn Streets, and west of Seaver Avenue between Mason Avenue and Meadow Place, Staten Island. Fill would consist of clean soil only. Approximately 183 cubic yards of fill would be required for the project.
