Permit(s) Applied for:
Article 23 Title 27 Mined Land Reclamation
Project is Located:
St Lawrence County
Project Description:
The applicant proposes to develop and operate a 67.0 acre surface sand mine within a 148.50 acre parcel off of County Route 39. The project site is on property owned by Seaway Timber and Patrick Curran and lies east of County Route 39, approximately 8,500 feet north of the intersection of County Route 39 and NYS Route 310. The mine is intended to operate as a traditional surface extraction of the Croghan Loamy Fine Sand, Malone Loam, Naumburg Loamy Fine Sand and Udorthent soil types on the site. Mining is proposed to take place below the local water table with a pond and island reclamation. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material from the bank face. Mining is proposed to remove approximately 1.5 million cubic yards sand over the estimated 10 year operational life of the mine. Material will generally be stockpiled as unprocessed run-of-bank sand however if needed the sand will be processed with a portable screening plant. Final reclamation will restore the site to a pond and island and vegetated open space to promote wildlife habitat. Mine areas will be graded and stockpiled topsoil will be spread around the edges, and seeded with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 67.0 (LOM) acres.
