Project Description: The applicant is seeking approval for the construction of a hunting and fishing cabin greater than 500 square feet in size within a Resource Management land use area within 1/4 mile of West Stony Creek, a designated Recreational River.


Negative Declaration

Clinton, Essex, Franklin, Fulton, Hamilton, Saratoga, Warren and Wahington Counties - The Adirondack Park Agency (APA), as lead agency, has determined that the proposed General Permit for Installation of New or Replacement Telecommunications Towers at Existing Agency Approved Sites will not have a significant adverse environmental impact. The action involves a proposal by the Adirondack Park Agency for a new general permit entitled "Installation of New or Replacement Telecommunications Towers at Existing Agency Approved Sites" that would allow for an expedited review process for 1) the installation of one new telecommunications tower in the immediate proximity of an existing telecommunications structure previously approved by the Agency and where the existing access drive and utility infrastructure are used to the greatest extent practicable and 2) the replacement of a pre-existing telecommunications tower or a telecommunications tower previously approved by the Agency to address structural deficiencies of the existing tower in order to accommodate co-location of an additional telecommunications provider on said structure; with potential for some de-minimus increase in height. To be approvable under this General Permit, there must be no significant adverse change in the overall visibility of the tower site as seen from public viewing points.

The APA's Deputy Director of Regulatory Programs would determine whether the project(s) as proposed adequately conform to certain eligibility criteria. Only if it is determined that the project is in conformance with that criteria will use of the General Permit be allowed. Otherwise, an individual permit application will be required. The project is located in all or portions of the following within the Adirondack Park "Blue Line": St. Lawrence, Essex, Oneida, Lewis, Clinton, Franklin, Herkimer, Hamilton, Warren, Saratoga, Washington and Fulton Counties, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Washington County - The Town Board of the Town of Hartford, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Adoption of the Comprehensive Plan. A public hearing on the Draft GEIS will be held on July 13, 2010 at 7:00 p.m. at the Office of the Town of Hartford, 165 County Route 23, Hartford, New York. Written comments on the Draft GEIS will be accepted by the Town of Hartford Town Clerk until July 30, 2010 or ten days after the close of the public hearing, whichever is later. A copy of the Draft GEIS may be obtained from the contact person listed below and online at: http://www.hartfordny.com/.

The action involves several related steps that collectively constitute adoption of a revised Comprehensive Plan intended to address the existing and anticipated future needs of the Town of Hartford. It is intended that the Comprehensive Plan will guide the town's efforts in land use planning, development review, the provision of public facilities and services, environmental protection, economic development and land conservation. The Draft GEIS was prepared in conjunction with and attached to the town's revised Comprehensive Plan. The proposed action is intended to address the current and future needs of the Town of Hartford. The plan itself does not commit the Town of Hartford or any other public or private entity to any particular course of action or require taking any action at all. The plan details twenty-four (24) different goals and proposes sixty-nine (69) different strategies for accomplishing these goals. The proposed action examined the various needs including but not limited to housing, economy, transportation, infrastructure and energy, community resources, agriculture, historic and scenic resources, natural resources, and land use and character. The proposed action is envisioned to be implemented though various town laws, through town participation in state and federal regulatory processes and through the town's approach to raising and spending public funds. The project is located throughout the Town of Hartford, New York.
