Project Description:

Chemung County has submitted an application for the renewal of the Title V Facility Permit for air pollution processes at the Chemung County Landfill located at 1488 County Route 60 in the Town of Chemung, Chemung County.

The Title V Facility Permit was originally issued January 27, 2000 and was renewed on August 1, 2005. This proposed renewal includes a minor modification for the installation of a 793 cfm open flare to assist in combustion of landfill gas. No other changes in operations or equipment are proposed in this application for Title V permit renewal.

Emission points at the Landfill now include 8 candlestick flares, the 793 cfm open flare and fugitive emissions from the Landfill and the leachate collection pond. The facility remains subject to Title V permitting requirements due to the applicability of 6 NYCRR Part 208.3(b).

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The Department has received a Mined Land Reclamation application from Dorothy Carpenter for the Chenang Farms Gravel Pit, a new 2.4 acre sand and gravel mine on an 83.3 acre parcel in the Town of Troupsburg. Approximately 0.4 acres of the site has been affected by mining operations previously. The mine site is located on the Carpenter property west of County Route 103 approximately 1200 feet north of the intersection of Cook Road.

Excavation by bulldozer and front end loader is proposed to remove 41,000 cubic yards of sand and gravel from the life of mine area over an approximately 10 year operational life. Excavation will start from the mine floor in the previously affected area, proceed to the east and north, and will not affect the existing topsoil stockpile area from the previous operations. Topsoil in new areas to be excavated will be stripped, stockpiled, and seeded for later use in site reclamation. Excavated material will not be processed on site, but will be sold as run of bank gravel. Material will be excavated as needed and loaded directly onto trucks. Excavated run of bank material will not be stockpiled. The applicant has estimated maximum traffic from mining operations to be 5 trucks trips per hour.

Although the pit floor will be below the surrounding surface elevation on all sides, mining is not proposed to excavate material from below the local water table. Storm runoff will not leave the excavated area. Storm water in the affected area will be restricted to the mine floor by the face of the excavation and the higher surrounding terrain, and will be allowed to infiltrate. No off site discharge of storm water from the mined area will be permitted.

Hours of operation proposed are 7 AM until 6 PM on weekdays, and 8 AM to 5 PM on Saturdays, with no operations on Sundays or holidays. Final reclamation to return the site to agricultural use is proposed, and will include the replacement of stockpiled topsoil and seeding with a mixture suitable to establish vegetative cover. Reclamation will occur when mining operations at the site are completed.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0028088), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Village of Sodus Point Water Pollution Control Facility has a design flow of 0.57mgd. Current treatment includes screening, aeration, a clarifier and disinfection (chlorination). Discharge via a diffuser located approximately 1,100 feet offshore at a depth of 8 feet. Sludge is disposed of at the Seneca Meadows Landfill. The facility has treated surface discharge to Lake Ontario, a class A water. The following changes to the permit are proposed: A mercury minimization program has been added. Phosphorus monitoring has been added. Discharge Notification Act requirement has been added. Permittee and facility addresses have been updated.
