Project Description:

The applicant proposes to construct and operate a wood processing facility at 6715 NYS Route 32 in the Town of Cairo. The facility includes an office, maintenance building and associated parking. Raw materials to be ground will include stumps, logs, logging slash and brush to make wood pellets. No processing beyond grinding will occur on site and the end product will be trucked off site and sold. No construction debris will be received at the site. Impacts are proposed to 0.23 acres of federally regulated wetlands. A deed restriction is proposed for 2.0 acres of on site wetlands as mitigation for wetland impacts.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Cairo Town Planning Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:
