Project Description:

The proposal involves construction and operation of a reinforced fiberglass composite facility which will manufacture flat fiberglass reinforced plastic panels for the transportation industry. The facility will be located on a 45.65 acre parcel at the Imperial Industrial Park, located at 29 Distribution Way, in the City of Plattsburgh, Clinton County, and will occupy approximately 40,000 square feet of the southwest corner of an existing building that was formerly a wallpaper manufacturing plant. The new facility will have a gelcoat booth, open and closed modling applications, and curing activties. Other activities will include chemical and finished part storage, trimming, finishing, bonding, painting, assembly and packaging. The facility will operate 24 hours a day, 7 days a week.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

This project is subject to the Department's Environmental Justice Policy and an enhanced public participation plan has been prepared and accepted as a component of application completeness. As part of the plan, a document repository has been established near the project area that contains application and project related materials. Information on the repository location and other outreach components of the plan is available from the identified DEC contact.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jul 17, 2010.
