DEC has received an application to re‑issue/re‑new the following pre‑existing Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re‑issue/re‑new this pre‑existing permit for a five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge through an activated sludge wastewater treatment plant of up to 30,000 gallons per day of treated sanitary waste to a tributary of Ruddick Pond, Class B(T), D-10-11-2p92-1.

Project Description:

The Department has made a tentative determination to approve this application for a new SPDES permit (#NY 0274615) for a surface discharge of 23,000 gallons per day (gpd) of treated sanitary wastewater with outfall to Furnace Brook (Class C), in conjunction with the construction of a new wastewater treatment plant (WWTP) at Yeshiva Ohr Hameir. The project will discontinue use of the facility's failing septic system and will improve the quality of effluent discharged from the facility. The new WWTP will provide treatment of sanitary wastewater to stringent intermittent stream effluent limits (ISELs) and will incorporate new settling, equalization and reactor tanks into wastewater treatment processes. Construction will require disturbance to a portion of Freshwater Wetland P‑2 (Class II) and its 100 foot adjacent area in order to remove debris and an existing concrete slab, construct a new service building and new components of the treatment system, and install 180 linear feet of 8" diameter pipe with outfall to Furnace Brook. The new WWTP will be constructed within a previously disturbed area and the total area of disturbance to the wetland is 0.04‑acre; the total area of disturbance to the 100 foot adjacent area of the wetland is 0.33‑acre. The project includes mitigation: an existing 0.66-acre lawn area will be removed from active use and allowed to return to a natural vegetated state. This mitigation area will be enhanced vegetatively with plantings of native trees and shrubs. The project is located on the west side of Furnace Woods Road, south of Maple Avenue, in the Town of Cortlandt. The draft SPDES permit is available for inspection and comment at the regional office.
