Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0078221), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This notice also incorporates modifications requested by the permittee.

RSM Electron Power is a manufacturing facility which manufactures silicon diodes and electrical control products, diode assemblies, voltage regulators and integrated electronics. The facility generates wastewater from processing activities such as etching, static rinse, running rinse and non-contact cooling. The facility discharges its wastewater to groundwater through Outfall 001 and its stormwater to groundwater through Outfalls 002 to 005. The following changes to the permit are proposed: Permit pages have been updated based on current DEC guidance, format and nomenclature. Contact names and addresses have been updated. Development and implementation of a Stormwater Pollution Prevention Plan (SWPPP) has been added. The permittee is required to conduct stormwater sampling and analysis to assess the effectiveness of the SWPPP. Parameters that were not detected in the wastewater were deleted from the monitoring requirements. Monitoring for Copper, Lead and Aluminum will not be changed. Monitoring for Total Dissolved Solids and Total Nitrogen will be changed to monthly. The Daily Maximum Flow has been changed from daily to monthly. Limits and monitoring requirements for Total Dissolved Solids and Total Nitrogen will not be changed. A Short Term High-Intensity Monitoring program has been added.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to install one 20 gallon per minute (gpm) domestic well, one 30 gpm irrigation well, and one 65 gpm geothermal supply well with two dispersion wells.
