Project Description:
The New York State Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY0206814, for Chapman's Can-Am Motor Sports Park LLC. This is a pre-existing Private/Commercial/ Institutional SPDES permit. NYSDEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations. Monitoring and reporting requirements have been updated. Discharge Notification Requirements have been added. This permit involves the surface discharge of up to 7,500 gallons per day of treated sanitary waste into a man made lagoon.

State Environmental Quality Review (SEQR) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
Remove gravel and debris from a washed out RR culvert between the railroad and the first downstream road crossing. Excavate a small amount of mud and muck just upstream of the original RR culvert. Remove scrap iron waste from the stream just above the original culvert. Remove an existing culvert and stone road base from an upstream crossing that is no longer functional as a road.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
