Project Description:

This department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, for the facility located at Burrows Paper Corporation; 730 E Main Street; Little Falls, NY 13365. The facility is located in the city of Little Falls along the north bank of the Mohawk River. There are two paper machines that produce approximately 70 tons of paper a day. The facility has a primary boiler (54 mmbtu/hr) and backup boiler (44.4 mmbtu/hr) that utilize natural gas. Air emissions are generated from combustion of natural gas and chemical additives from the paper making process. The facility also has a natural gas fired paper dryer (19 mmbtu/hr). The facility is capped for all pollutants below Title V thresholds and is therefore minor. The Department has prepared an Air State Facility permit for this minor facility. This permit action is a modification to the permit to remove fuel oil usage in the primary boiler and to update paper making operations. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, NY.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jul 02, 2010.

Project Description:

Operate seasonal docking sites for tenants and visitors of recreational RV/tent campground. Permitter consists of 68,000 sq feet (2,000 linear feet of shoreline x average length of dock + 10' travel lane). 20 seasonal docks to be installed at this time with allowance for 20 additional "Roll-a-Docks" in the future. All docks presently in use are either aluminum "Roll-a-Dock" or constructed of wood or metal framing with plastic barrels for floatation.
