Project Description:

The applicant proposes a 33.5-acre expansion to their existing 70-acre paper mill sludge landfill, for a total of 103.5 acres. The landfill expansion will consist of Area VI (one cell) and Area VII (two cells). Area VI will have a 30-acre footprint (including a 15-acre overlap with an existing closed cell) with a final top elevation of 365' ASL. Area VII will have an 18.5 acre footprint, with a final top elevation of 347'ASL. The landfill will be used for disposal of primary and secondary sludge from their wastewater treatment plant (WWTP), as well as solid waste generated from the Mill. The landfill will be constructed with a double liner system, a groundwater underdrain system, leachate storage basins, and stormwater sediment basins. Leachate collected from landfill cells will be conveyed to their onsite WWTP. Stormwater, after the landfill cells are capped, will be conveyed to intermittent streams. The new cells will provide 30 years capacity for the Mill's on-site sludge handling (average rate of 125,000 cu yds/year). The project is also under review by Adirondack Park Agency (APA) #2009-0043, and the US Army Corps of Engineers (ACOE) #NAN-2007-00419-WCO. The project involves ~1.2 acre wetland mitigation for impact to 0.897-acre ACOE wetland, and 0.35-acre APA wetland. The project is located on a portion of the Mill's 2,047-acre property on the west side of Shore Airport Road in Ticonderoga.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Proposed construction of an 8.8 mile water transmission main to connect the Village of Stillwater Water System to the Saratoga County Water Authority system, taking 292,300 gallons per day. The purpose is to provide an alternate water supply to replace the Village's existing well field, which is PCB contaminated. Water mains will be installed generally within road right-of ways (along Cold Springs Road, Lake Road, Dunn Road and Dick Lynch Road), and connect to two existing Village water tanks. The project involves temporary impact to 0.047 acre of Freshwater Wetlands ME-9, ME-20, ME-21 and ME-22, and 1.43 acres of wetland adjacent area.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
