Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0024520), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The South Fallsburg Wastewater Treatment Plant has a design flow of 3.26 mgd. Treatment consists of bar screens, grit removal, primary settling, trickling filters, rotating biological contactors, chlorination and dechlorination. Sludge is stabilized in an anaerobic digester and dewatered in a belt filter press before being hauled to landfill.

The following changes to the permit are proposed: Permit pages and conditions have been updated to reflect current permit language, DEC guidance, format and nomenclature. Outfalls 002 & 003 have been added for the discharge of site stormwater, and will require annual monitoring for flow and chemical oxygen demand. A stormwater pollution prevention plan to address best management practices that will prevent stormwater contamination has been added, as well as a schedule of compliance page requiring the development of the plan. The pH range at Outfall 001 has been revised. The disinfection period has been expanded - May 1 to Oct. 31. The copper limit has been reduced. Toxicity testing requirements have been added for Outfall 001. Monitoring requirements have been added for ammonia and phosphorous. At the request of the Delaware River Basin Commission, monitoring and reporting requirements have been added for Outfall 001 for nitrate, nitrite and total dissolved solids. The ammonia limit during the special drought or drought warning condition for the winter season has been revised based. A mercury minimization requirement has been added. A Mini-Pretreatment program has been added. Monitoring location diagrams have been added to indicate sampling locations.
