Project Description:

In concert with City of New York Parks & Recreation, the applicant proposes to restore Oakland Lake a NYSDEC regulated Class II Freshwater Wetland. Work Includes stabilization of highly eroded slopes in the park that send sediment into the lake. A portion of the proposed project is within NYSDEC Freshwater Wetland jurisdiction and is located at the outlet to the pond off of Cloverdale Boulevard. The outlet will be cleaned and phragmities around it will be treated with herbicide and removed. The shoreline will be restored with native plantings while public access to the waters edge will be limited by paved walkways.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to construct a new Charleston Bus Annex on a 10.8-acre parcel located at 4700 Arthur Kill Road, Staten Island 10309. The facility would consist of a two-story bus maintenance and administration building and outdoor parking area for approximately 220 buses and 200 employee vehicles. As part of the project, the applicant proposes to construct a new stormwater sewer outfall at the end of Allentown Lane at the Arthur Kill. Approximately 400 square feet of regulated tidal wetlands would be permanently removed by the outfall construction. The applicant proposes to mitigate the permanent and temporary impacts to tidal wetlands through the creation of additional tidal wetlands in the area adjacent to the outfall construction.
