Project Title: General Permit for Installation of New or Replacement Telecommunications Towers at Existing Agency Approved Sites

Location: Various private lands in municipalities throughout the Adirondack Park.

Project Description: The Adirondack Park Agency is proposing a new general permit entitled "Installation of New or Replacement Telecommunications Towers at Existing Agency Approved Sites" that would allow for an expedited review process for 1) the installation of one new telecommunications tower in the immediate proximity of an existing telecommunications structure previously approved by the Agency and where the existing access drive and utility infrastructure are used to the greatest extent practicable and 2) the replacement of a pre-existing telecommunications tower or a telecommunications tower previously approved by the Agency to address structural deficiencies of the existing tower in order to accommodate co-location of an additional telecommunications provider on said structure; with potential for some de-minimus increase in height. To be approvable under this General Permit, there must be no significant adverse change in the overall visibility of the tower site as seen from public viewing points.

The Agency's Deputy Director of Regulatory Programs would determine whether the project(s) as proposed adequately conform to certain eligibility criteria. Only if it is determined that the project is in conformance with that criteria will use of the General Permit be allowed. Otherwise, an individual permit application will be required.

The projects authorized by this General Permit would be undertaken and completed only as described in a completed General Permit Application and as shown on approved project site plans and in accordance with the terms and conditions of a separate General Permit Certificate to be obtained for each project from the Agency. If the activities are approvable, the Agency's Deputy Director of Regulatory Programs would issue the Certificate generally within several days of determining the application complete and conducting a field visit. The Certificate would need to be recorded by the Project Sponsor in the County Clerk's Office.

Negative Declaration

Jefferson County - The Town Board of the Town of Alexandria, as lead agency, has determined that the proposed Town of Alexandria Amendment and Restatement of the Zoning Ordinance will not have a significant adverse environmental impact. The action involves the amendment to and restatement of the Zoning Ordinance. The project is located throughout the Town of Alexandria, New York.

Jefferson County - The City of Watertown, as lead agency, has determined that the proposed Amendment of Planned Development District #23 will not have a significant adverse environmental impact. The action involves the amendment of Planned Development District #23 to allow the construction of a 132 room hotel with a 4,000 square foot banquet hall, a 6,925 square foot retail building, a 6,510 square foot restaurant, two 5,286 square foot restaurants, a 2,907 square foot bank and a 126,600 ± square foot big box retail store. The project is located at 11290 Arsenal Street in the City of Watertown, New York.
