Project Description:

The Department of Environmental Conservation (DEC) has received an application to re‑issue/re‑new the following pre‑existing, major Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re‑issue/re‑new this pre‑existing permit for a ten year term with updated regulatory requirements and maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the groundwater discharge through a septic tank and tile field of up to 10,742 gallons per day of treated sanitary waste from two sub-surface treatment systems. Additional information on this permit may be requested from or inspected at the NYSDEC Central Office in Albany. Substantive comments must be submitted in writing to the contact person. Project Description:

The Department has made a tentative determination to approve this application to modify a SPDES permit to increase an existing subsurface discharge from 14,200 gallons per day (gpd) to 32,750 gpd of sanitary wastewater, and add seven (7) new subsurface outfalls (Outfall Nos. 0012 through 0018) at the Lazy River Campground in conjunction with the construction of 164 new campsites, new paved entrance and internal roadways, stormwater facilities, and various other improvements at the 70.8 acre site. In addition, 59 existing camp sites will be upgraded to include sewer hook-ups. The project involves the construction of new septic tanks, six new pump stations, sewer collection lines, and septic system disposal fields. The Lazy River Campground is located at the eastern terminus of Bevier Road in the hamlet of Tuthilltown within the Shawangunk Kill Recreational River Corridor. A draft permit is available for inspection and comment at the regional office.

No further review in accordance with SHPA is required.

As part of a drainage improvement project, the applicant proposes to repair and/or replace approximately 210 linear feet of storm sewers within the 100 foot adjacent area of NYS Freshwater Wetlands H-5 and PO-1 (both Class 2). Proposed disturbance within the wetland proper - associated with the installation of stormwater outfalls - is approximately .033 acre. Also proposed within the 100 foot adjacent area of Wetland H-5 is the replacement of an existing 6 culvert crossing of the Black Creek [Class A(t)] with a 75 foot long span bridge.

Project Description:

Proposed reconfiguration of an existing access driveway involving +/- 18,800 SF of disturbance within the 100' adjacent area of NYS Freshwater Wetland L-32 (Class II), associated with grading, driveway construction, and stormwater mitigation.

Applicant proposes to construct a dry swale to treat the overland flow associated with the driveway and hillside grading. In addition, +/- 7,000 SF of ornamental plantings will be removed from within the 100' adjacent area and +/- 60,000 SF of seed mixture will be applied to the former ornamental planted area as well as other 100' adjacent areas and the wetland proper. This represents a 3:1 wetland mitigation ratio.
