Project Description:
The applicant proposes to install a permanent dewatering system to relieve basement flooding at the hospital. The proposed system will collect groundwater in a trench drain and pump the water to a roadway storm drain which ultimately discharges to regulated freshwater wetland #l-4, known as Valley Stream. The maximum pump capacity is proposed to be 250 gallons per minute. The project is located at 900 Franklin Avenue, Valley Stream, Town of Hempstead, Nassau County.

Applicant proposes to construct 475' of new bulkhead and two returns with a 1' increase in elevation and up to 3' seaward of the existing concrete seawall. Removal and placement of stone armor using minimum stone weights of 300 lbs along the seaward edge of the new bulkhead. Placement of up to 2000 cubic yards of clean upland source backfill landward of the bulkhead with revegetation of the area using Spartina patens. The applicant proposes to remove the existing one-story single family dwelling and construct a two-story single family dwelling 28 ft. from the tidal wetland boundary, install a new sanitary system 75 ft. from the tidal wetland boundary, and replace an existing 12 ft. x 16 ft. shed within 10.5 ft of the tidal wetland boundary. The applicant has requested variance relief from the Development Restrictions of Part 661, Tidal Wetlands Land Use Regulations which requires a 75 ft. minimum setback from the tidal wetland boundary for principal buildings and structures in excess of 100 sq. ft. and a 100 ft. setback for the sanitary system. The property is located at 19 Netz Place, Flanders, Town of Southampton, County of Suffolk on Reeves Bay (aka Flanders Bay).
