Permit(s) Applied for:

Article 19 Air Title V Facility

Project is Located:

Herkimer County

Project Description:

This Department has initiated a modification to a Title V permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air Title V Permit, at the facility located at Tennessee Gas Pipeline Company Compressor Station 245, the facility located at 457 Burrows Road, West Winfield, NY 13491.

The Department has made a tentative modification to the Title V Permit of Tennessee Gas Pipeline Company, which provides for the transmission of natural gas along the natural gas pipeline. The Title V Permit allows the operations of emission units R-24502, R-24503, R-24504, R-24505, and R-24506 which includes five Worthington UTC internal combustion engines, one Worthington ML internal combustion engine, one Clark TLAD internal combustion engine, two Caterpillar model 3612 internal combustion engines, and a Caterpillar model 3516 internal combustion engine for emergency power generation. All engines are subject to the NOx RACT requirements of 6 NYCRR 227, and the two Caterpilar model 3612 engines are also subject to 40 CFR 63 Subpart ZZZZ. The issuance of this modified permit is the continued approval of the NOx RACT Compliance and Operating Plan for 6 NYCRR 227-2.5(c) that was submitted in March 2004, and applies to seven engines.

This modification is due to the fact that on March 11, 2010 a Title V renewal was issued which contained some emission points which were associated with an emission unit that was removed in 2007. These emission points were removed at the same time but were not recognized in the renewal application as being removed.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the Department web site at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. A copy of the Department's permit hearing procedures is available upon request or on the Department web site at: http://www.dec.ny.gov/permits/6234.html.
