Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0260843), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The American Rock Salt Storage facility has a design flow of 11,000 gpd. The facility discharges stormwater runoff from the salt pile through Outfall 001. Treatment consists of collection of the stormwater at the settling basin or pond to settle out solids prior to discharge. The facility has treated surface discharge to the Poestenkill Creek, a class C(T) water.

The following changes to the permit are proposed: Permit pages have been updated based on current DEC guidance, format and nomenclature. Contact names, addresses and phone numbers have been updated. An action level for total suspended solids has been added. This action level will become effective at the beginning of the effective date of the permit modification plus three years. A Monthly limit of settleable solids has been added. A total cyanide limit has been added. The monitoring location map has been updated.

The applicant proposes to renew an existing expired SPDES permit, to discharge 15,000 gpd of treated effluent discharge to teh Hoosick River from the Hoosick Falls Central School District, located on Route 22 in Hoosick. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. A draft permit is available for inspection and comment at the Region 4 office.
