Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a new State Facility Permit for the proposed activities described below at the Global Companies LLC - Albany Terminal facility located at 50 Church Street, City of Albany, County of Albany, owned by Global Companies LLC. Global proposes to off-load denatured ethanol from railcars at their facility and export the ethanol by loading it onto ships and barges at their marine terminal. Two existing storage tanks will be brought on-line and retrofitted with internal floating roofs and used to store the ethanol. A vapor destruction unit (VDU) will be constructed at the existing marine loading dock to control vapors. Additional rail track and a pipeline will be constructed at the port facility to receive the ethanol and transfer it to the tanks.

The project's emissions will be capped under new source review requirements regulated by the new 6 NYCRR 231, the permit includes previous projects that have required new source review standards. The facility is also capped out of 40 CFR 63, Subpart R standards. The tanks that will be put back into service are applicable to the New Source Performance Standards 40 CFR 60 Subpart Kb.

The Department has prepared a draft permit and has made a tentative determination to issue a renewal Title V Air Facility Permit for the operation of SABIC Innovative Plastics US LLC facility located at 1 Noryl Avenue, Town of Bethlehem, Albany County, owned by SABIC Innovative Plastics US LLC. The facility is renewing their Title V permit and also incorporating their Air State Facility permit which was previously issued to authorize the facility to construct and operate the Area 8 Scrubber System.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

Oorah Resort LLC is proposing to redevelop the former Scotch Valley Ski Center and Deer Run Village Resort into a summer camp for children. The redevelopment project will include of building new bunkhouses, a gymnasium, storage buildings, go-kart and ATV tracks, athletic fields, petting zoo, tent camping and other recreational areas. A new wastewater treatment system will be constructed and two existing wastewater treatment systems will be upgraded.

The total flow for all the outfalls is 33,977 gallons per day. The North Fields are existing systems and continue to serve the Deer Run Condominiums, with a combined flow of 12,180. The South Fields include four existing and eight new fields which will serve the dining hall, bunkhouses, recreational center, and administration building. The combined flow from these buildings are directed to a Bioclere treatment unit prior to disposal in fields designed for a total flow of 21,797 gallons per day.

Some of the existing buildings will be renovated and some parking lots removed as well as localized site grading. The project also includes approximately the dredging of a 1200 square foot bay on Cahill Pond to create a bumper boat area.

The site will be operated as a summer camp serving approximately 490 campers and 10 staff from June through August. The camp will be operated at a lesser level during the months of September through November and March through May for weekend retreats, meetings or similar events.
