Negative Declaration

Chemung County - The Village of Horseheads Board of Trustees, as lead agency, has determined that the proposed Village of Horseheads Comprehensive Plan will not have a significant adverse environmental impact. The Village developed a strategic vision that weaves together the changing economic conditions, the importance of preserving existing infrastructure and housing, and the needs and desires of a diverse population. This Comprehensive Plan incorporates public input gathered throughout the planning process. The Village Board held a public hearing on March 4, 2010. The Village Board referred the Draft Plan to the Chemung County Planning Department for review and recommendation as required by Section 239-m of the General Municipal Law. Public comments received at the hearing and in writing were incorporated into the Final Comprehensive Plan. The project is located in the Village of Horseheads, bounded on all sides by the geographic boundaries of the Town of Horseheads. The Village is located in Chemung County, New York, which is recognized as the southern tier region of New York State.

Yates County - The Town of Torrey, as lead agency, has determined that the proposed adoption of a Local law amending the existing code of the Town of Torrey will not have a significant adverse environmental impact. The action involves the adoption of a Local law amending the existing code of the Town of Torrey by deleting Chapter 54 entitled Flood Damage Prevention in its entirety and by adding a new Chapter 54 entitled Flood Damage Prevention. The project is located at 56 Geneva Street, Town of Torrey, Yates County, NY.

Positive Declaration and Public Scoping

Genesee County - The Town of Alabama Town Board, as lead agency, has determined that the proposed Alabama Ledge Wind Farm may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on May 5, 2010 at 7:00 p.m. at the Alabama Fire Hall, 2230 Judge Road, Oakfield, NY (adjacent to the town of Alabama Town Hall). Written comments on the draft scope will be accepted until May 15, 2010. The proposed action described below has significantly changed from the project that was subject to a Draft EIS that was submitted and accepted by the Town Board on February 26, 2008 and that the potential exists for new or additional significant impacts on the environment that were not previously evaluated and that a Draft Supplemental Environmental Impact Statement (Draft SEIS) will be prepared. This Draft SEIS will supplement the Draft EIS completed and accepted for the Alabama Ledge Wind Farm Project. The project will consist of up to 40 wind turbines and include associated components including meteorological towers, an operations and maintenance building, laydown yard, and substations. The project will require the construction of new access roads and involve improvements to existing public roads, and will include the placement of both overhead and underground electrical lines. The total power output of the project is not expected to exceed 80MW. The project is located in the southern portion of the Town of Alabama, New York and is generally bound by Macomber Road on the east, Route 77/63 to the west, the Alabama/ Pembroke town line to the south, and Ham Road to the north.
