Name of Volunteer: Rochester Gas & Electric (RG&E), 89 East Avenue, Rochester, New York 14649.

Project Location: The site is located in NYSDEC Region 8 in the City of Rochester, Monroe County. It is bordered to the east by the Genesee River, to the south by Andrews Street, to the north by Interstate Route 490 Inner Loop, and to the west by a parking lot. A portion of the site is presently used by Rochester Gas and Electric (RG&E) as an Electric substation and for maintenance of the Genesee River hydro power dams for Electric Power generation by RG&E.

Brief Project Description: The site approximately two (2) acres in size, was formerly the location of a MGP operated by the Rochester Gas and Electric Company which produced gas from the heating of coal and/or oil at this facility from approximately 1848 until 1879. In 1938, RG&E constructed and operated an operations facility until it was closed and then demolished in the mid 1990s. Historically, coal tars and residues from the manufacturing process of the gas were discovered on-site.

The proposed remediation program will be conducted to return the site for future development by RG&E or other potential developers. Most of the site area will be excavated to remove for off-site disposal, contaminated soils and then covered with an interim twelve (12) inch gravel cover or equivalent for contemplation of future site development. In-situ treatment of MGP-type compounds within the saturated zone (using an oxygen-supplying product) in areas of the site that will enhance the attenuation of the site groundwater. Long term maintenance of the remedy will be managed by institutional controls and a Site Management Plan. Institutional controls will include a restriction on use of groundwater at the site and restrictions on the future use of the site. The Site Management Plan will require monitoring of the continued effectiveness of the remedy and will require site maintenance to be performed as necessary.

Written comments on this action must be received within 30 days following the date of this Notice. Written comments expressing objections or opposition to the Remedial Action Alternative Selection Report must explain the basis of the opposition and identify the specific grounds which could justify the Department's imposing significant changes to a Remedial Action Alternative Selection Report. No formal response is made to comments, but as a result of comments, the Department may re-evaluate and revise the Remedial Action Alternative Selection Report.

Negative Declaration

Wayne County - The Town of Savannah, as lead agency, has determined that the proposed Town of Savannah Water Supply Improvements Project will not have a significant adverse environmental impact. The action involves the construction and operation of a water filtration building on town owned land near the intersection of Bixby Wood Road and NYS Rt. 89, renovation of approximately 16,000 lineal feet of water main and appurtenances within the existing distribution system serving the water district, and construction of approximately 1,800 lineal feet of new water line and appurtenances along NYS Rt 89/31 south of the intersection with Severence Road. The project is located at 1564 North Main Street, Savannah, NY 13146.
