Project Description:

The Department has made a tentative determination to issue a renewal and modification to the RG&E Hazardous Waste Management Permit to authorize permanent closure of the hazardous waste storage facility and to utilize Large Quantity Generator status instead. The modules associated with the hazardous waste storage facility have been eliminated from the draft permit which includes modules associated with Corrective Action only. RG&E submitted a Closure Implementation Plan in March 2009 and a Corrective Action Soil Investigation Plan, which were approved by the Department. Closure of the hazardous waste storage facility and soils, (which included cleaning, sampling, analysis, tank closures, and removal of some building materials), was summarized in the Brooks Avenue Storage Facility Final Closure Certification Report. Final Closure of the hazardous waste storage facility was approved. The draft permit addresses the ongoing Corrective Action at the facility for existing contamination in several areas identified as Solid Waste Management Units (SWMUs) and Areas of Concern (AOCs) which have been investigated as part of RCRA Facility Assessment (RFA). The Draft Part 373 Permit is available for review and comment at NYSDEC Region 8.

Rochester Institute of Technology (RIT) proposes to construct an 850 foot long and 10 foot wide asphalt bike path (also known as the RIT South Bicycle Pathway), 170 feet of which will be located within the 100 foot wide regulated adjacent area of NYS Freshwater Wetland BR-5 (Class 1). The portion of the wetland area which is proposed to be affected by this project has been permanently maintained as lawn. The project is located on the RIT campus to the west of Building 28 and south and east of Building 23A.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0000523), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Mott's Incorporated facility processes apples for juice, apple sauce and other non carbonated beverages production and distribution. Wastewater treatment consist of non-sanitary processes, including wastewater associated with apple handling, washing, peeling, and cooking; traditional juice bottling lines; boiler house cleaning; blown plastic bottle and sauce filling lines; storm water from parking lots; and the batch department. Cooling water pond also directs waste streams to the treatment plant via the screen house prior to discharge via outfall 003. The facility has treated surface discharge to Tributary 3 to Salmon Creek, a class C water.

The following changes to the permit are proposed: Permittee name and contacts were updated. Permit limits, levels and monitoring pages were updated. All of the stormwater outfalls were incorporated into the permit. Special conditions for industry best management practices were added. A revised monitoring page with a flow diagram was included.
