Project Description:

The applicant proposes to increase an existing Water Supply Permit limit of 3 million gallons of water per day to 4 milliong gallons per day. The 1 million gallon per day increase will allow the applicant to meet contractual agreements with the City of Watertown and other service areas. The applicant operates an 11 mile long regional water distribution line between the City of Watertown and the Fort Drum Military Reservation providing potable water to the Military Reservation and areas within the Towns of Champion, LeRay and Pamelia.

Project Description:

This Department has received a request to modify the permit to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a Title V Facility Permit, for the DANC Solid Waste Management Facility located in the Town of Rodman, Jefferson County, New York. The facility is a landfill that accepts municipal solid waste. The Standard Industrial Classification representative of this facility is 4953, Refuse Systems.

The facility commenced receiving waste in 1992 and has emissions of air contaminants required to comply with certain provisions of 40 CFR 60 Subpart WWW. The facility currently utilizes a landfill gas collection and control system for controlling off-site odors. As part of the modification the facility is requesting to install and operate 5 landfill gas to energy internal combustion engines that will burn the collected landfill gas and generate electrical power that can be sold to the grid. The modification also requests the installation and operation of a small flare (1100 cfm) that will burn landfill gas generated in excess of what the engines can burn. Additionally the modification allows the emergency backup building generators to operate as part of a coordinated demand reduction program (CDRP) but limits the annual hours of operation of each of those two emergency generators. A large flare (3100 cfm) will remain as a backup in case the 5 landfill gas engines are unable to accept the landfill gas.

The facility also operates up to 8 candlestick flares for additional control of landfill gas odors as needed and exempt and trivial activities including fuel storage tanks, building heaters, waste oil storage, and mobile equipment.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
