Project Description:

The applicants, Long Island Solar Farm LLC and the US Department of Energy, propose to construct two large scale commercial solar photovoltaic arrays totaling 32 megawatts (MW), and a 1-2 MW Laboratory-dedicated array. The solar arrays would require a total of approximately 200 acres of the 5,265 acre Brookhaven National Laboratory (BNL) federal site, and the arrays would utilize areas already cleared (agricultural fields, firebreaks, and brownfields), as well as require clearing of an estimated 153 acres of trees. Electricity generated by the two commercial arrays would be connected into the regional utility power grid. The Laboratory-dedicated array would potentially be connected to the on-site BNL electric grid and be utilized for research initiatives.

Portions of the project are located within the Wild, Scenic, and Recreation River Corridor of the Peconic River, and within the compatible growth area of the Central Pine Barrens. New York State regulated freshwater wetlands are located in the vicinity of the project.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Long Island Power Authority

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 29, 2010.

Project Description:

Applicant proposes to create 115 additional parking spaces for the Riverhead Surrogate Court. The parking area will be constructed over the existing gravel parking lot. The project is located in the adjacent area of a NYS regulated freshwater wetland (R-5) and within the Wild Scenic and Recreational River corridor of the Peconic River. The property is located the southwest corner of Center Drive & Center Drive S, Riverhead, Town of Southampton SCTM# 900-137-1-27.
