Notice of Acceptance of Draft EIS and Public Hearing
Cattaraugus County - The New York State Department of Parks Recreaction and Historic Preservation (NYS OPRHP), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Adoption and Implementation of a Master Plan for Allegany State Park. Public hearings on the Draft EIS will be held on May 12, 2010 at 7:00 p.m. at the Salamanca High School Auditorium, 50 Iroquois Drive, Salamanca, New York and on May 13, 2010 at 7:00 p.m. at the Buffalo and Erie County Library Auditorium, 1 Lafayette Square, Buffalo, New York. Written comments on the Draft EIS will be accepted until May 28, 2010. Comments may be e-mailed to: Allegany.Plan@oprhp.state.ny.us. A hard copy of the Master Plan/Draft EIS is available at the following locations: the Allegany State Park Office; at the offices of the agency contacts listed below; and at the Salamanca Public Library, 155 Wildwood Avenue, Salamanca, NY; and the Buffalo and Erie County Library, 1 Lafayette Square, Buffalo, NY. The action involves the adoption and implementation of a Master Plan for Allegany State Park. The draft plan includes proposals for resource protection and for recreational use including continued rehabilitation and maintenance of the park's considerable existing facilities. New buildings and facilities proposed include a new visitor center and amphitheater, new cottages, relocation of both the Regional and Red House maintenance areas including construction of new buildings, construction of new storage buildings in the Quaker maintenance area, development of basketball courts in the Cain Hollow camping area, development of a premier entrance at the Red House park entrance, development of a new car-top boat launch at the south end of Quaker Lake, expansion of the warming hut in the Summit area, development of a bikeway in the Quaker Area, and improvements to the park trails system including construction of about 49 miles of new trails. Natural resource protection recommendations include stream monitoring and development of an invasive species plan for the park. The plan also recommends designation of the entire park as a New York State Natural Heritage Area and a New York State Bird Conservation Area and portions of the park as a Park Preservation Area. The Draft Plan/Draft EIS describes potential environmental impacts and mitigation of those that may be adverse. Areas that have been evaluated with respect to impacts include: land, water, air, biological resources/ecology, historic and archeological resources, scenic resources, recreation, traffic/access, public health and safety, energy, noise and odor. The Allegany State Park is located in the Towns of Cold Spring, Red House, Carrollton, South Valley, Salamanca and Great Valley, New York.
