Broome County - The City of Binghamton Planning Board, as lead agency, has determined that the proposed College Suites - Student Housing Center will not have a significant adverse environmental impact. The action involves the demolition of existing commercial structures and the construction of a 4 story, 173,600 square foot student housing center with 119 units and 392 beds and various amenities, with 194 parking spaces and associated drives, utilities, landscaping and storm water improvements. The proposed site is approximately 3.5 acres in downtown Binghamton and adjacent to the Susquehanna River. As part of the site preparation, New York State Electric and Gas (NYSEG), under the Brownfield Cleanup Program will remediate contamination from a former manufactured gas plant. The project is located at 21-45 Washington Street, 2-40 Water Street in the City of Binghamton, New York.

Cayuga County - The Brutus Town Board, as lead agency, has determined that the Adopted Town of Brutus Zoning Law: Alternative Energy - Regulating the Use of Small Wind Energy Systems will not have a significant adverse environmental impact. The action involves the adoption of a regulation to promote the safe, effective and efficient use of small wind energy systems installed to reduce the on-site consumption of utility supplied electricity. This regulation authorizes the Town of Brutus to permit installation of these systems as specified and shall require approval of a building permit, if all criteria is met.
This Local Law shall take effect immediately upon its filing in the Office of Secretary of State or on the twentieth day after it shall have been adopted, whichever shall occur first. The project is located throughout the Town of Brutus, New York.

Chenango County - The New York State Department of Environmental Conservation (MYS DEC), as lead agency, has determined that the proposed Chenango RA #2, Stands C-33 & 36, Site Preparation will not have a significant adverse environmental impact. The action involves the herbicide applications to reduce the abundance of beech and striped maple to a level that will allow the natural regeneration of desirable tree species. These actions include both foliar and cut stump treatment, and will take place on 17 ± acres of red pine plantation. Controlling the undesirable species will promote the natural regeneration of black cherry, red maple, yellow birch, sugar maple and white ash. Application method used will be by backpack sprayer targeting only undesirable species within the application area. The project is located on Chenango Reforestation Area #2, Beaver Meadow State Forest, Stands C-33 & 36, west of Reit Road and south of the intersection of Gray Road and Reit Road, in the Town of Otselic, New York.
