Project Description: The project involves the lease of a 100 foot x 100 foot parcel to Verizon Wireless for the construction of a new 70 foot tall telecommunications tower with a twelve panel array centered at 66 feet on the tower and a five foot lightning rod extending above the top of the tower for an overall height of 75 feet. The project also involves the construction of a 900 foot long access road and the placement of a 11.5 foot x 30 foot equipment building at the base of the tower. The tower, equipment building and a cable-bridge connecting the tower with the building will be located within a 22.5 foot x 62 foot compound surrounded by a 6 foot high chain link fence. The site is located on the southeast side of NYS Route 86 across from the Whiteface Mountain Ski Center. A portion of the access road is located within the right-of-way of NYS Route 86, within the river corridor of the West Branch of the Ausable River and within 150 feet of the edge of the right-of-way of Route 86, an area designated as a critical environmental area by the Adirondack Park Agency Act. The tower/equipment compound is more than ¼ mile from the West Branch of the Ausable River and more than 150 feet from the edge of the right-of-way of NYS Route 86. The entire project is located within 660 feet of State lands classified Wilderness by the State Land Master Plan, a area designated as a critical environmental area by the Act.

Project Description: The project is the subdivision of the 138 ± acre project site into eleven lots thereby creating ten new building lots for sale and a 120 ± acre parcel (labeled as lot 11) with an existing single family dwelling, garage and two barns on it to be retained. The existing development on Lot 11 is situated on about 4 acres. The new building lots will be developed in two Phases. Phase I will include lots 1 - 4 and Phase II will include lots 5 - 10. Each of the ten new building lots are proposed for the construction of one new single family dwelling and associated accessory use structures with individual on-site water supply (wells) and wastewater treatment systems. A building envelope is proposed on each lot consistent with the Town of Harrietstown setback requirements. This project is the same project approved by Agency Permit 2004-220 issued May 26, 2005.

Location: Town of Bolton, New York, within the waters and bed of Lake George, near Finkle Brook.

Project Description: Mechanical dredging at the mouth of Finkle Brook and Lake George to a depth of 4 feet, to remove sediments accumulated on the delta. The dredging is proposed to begin after Labor Day 2010 and continue until January 1, 2011. Sediment material will be used as temporary staging pads and access for the excavation equipment. Turbidity curtains will be installed surrounding the outside perimeter of the dredging area (approximately 3.5 ± acres), and each phase of the dredging will be completely isolated and contained using a double-curtain system, encompassing an area no greater than 1 ± acre in size for each phase (i.e. four phases, each isolated using a double-curtain system).


Negative Declaration

Fulton County - The Village of Broadalbin, as lead agency, has determined that the proposed Wastewater Treatment Plant Expansion will not have a significant adverse environmental impact. The action involves the 50% expansion of the current Wastewater Treatment Plant. The project is located in the Village of Broadalbin, New York.

Saratoga County - The Town of Halfmoon Town Board, as lead agency, has determined that the proposed Town of Halfmoon Natural Resources & Open Space Conservation Plan will not have a significant adverse environmental impact. The action involves the Adoption of an Open Space Conservation Plan to conserve open, undeveloped lands that comprise the Town's rural heritage and natural resources. This plan identifies potential open space resources as well as land conservation planning tools and strategies that can be implemented. Goals include the conservation of existing agricultural operations; conservation and enhancement of the ecological health of the community; conservation of important views and viewsheds; provision of public outdoor recreation spaces for active and passive uses; identification of opportunities to link trails, complete trail systems, and to enhance trails through the permanent protection of open space; and conservation of the rural/agricultural heritage of the Town. The project is located throughout the Town of Halfmoon, New York.

Positive Declaration

Franklin County - The Adirondack Park Agency (APA), as lead agency, has determined that the proposed Map Amendment 2010-01 may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposed amendment (MA2010-01) to the Official Adirondack Park Land Use and Development Plan Map in the Town of Tupper Lake, Franklin County, may have a significant effect on the environment. The proposed map amendment was requested by the Raquette River Boat Club, LLC. The proposed map amendment is located east of NYS Route 30 and south of Raquette River Drive, south of the Hamlet of Tupper Lake, New York The proposed amendment would reclassify approximately 2.5 acres of land from Resource Management to Hamlet.
