Negative Declaration

Jefferson County - The Town of LeRay Town Board, as lead agency, has determined that the proposed Adoption of Local Law Regulating Small Wind Energy Conversion Systems (WECS) will not have a significant adverse environmental impact. The action involves the adoption of a local law which allows Small WECS to be located within the AD- Agricultural Development and AR- Agricultural Residential zoning districts within the town. The tower height shall not exceed 100 feet. The project is located in the AD and AR Zoning Districts of the Town of LeRay, New York.

Jefferson County - Jefferson County, as lead agency, has determined that the proposed Watertown International Runway\Taxiway Extension will not have a significant adverse environmental impact. The action involves the proposed asphalt extension of Runway 28 by 2,000 feet x 150 feet which will include lighting and drainage; a 5,800 feet x 50 feet asphalt taxiway including lighting and drainage; relocation of precision approach indicator lights; installation of airfield signage; removal of 5,400 feet of fencing; installation of 8,700 feet of fencing; fee simple land acquisition (4 ± acres); easement acquisition (57 ± acres); and obstruction removal (41 ± acres). The project is located at 22529 Airport Road in Dexter, New York.

St. Lawrence County - The Town of Morristown, as lead agency, has determined that the proposed Town of Morristown Sewer District #2 will not have a significant adverse environmental impact. The action involves the proposal by the Town of Morristown to provide a sewer collection system to serve town residents within the proposed Sewer District. The project consists of the installation of small diameter PVC forcemain and individual grinder pumps at each residence. All sewer collection main work will occur within the previously disturbed road right-of-way (ROW). This is a linear utility project. A minor amount of work could occur along private roads, as such, easements will be required. The project is located along Northumberland Road in the Town of Morristown, New York.

St. Lawrence County - The Village of Morristown, as lead agency, has determined that the proposed Village of Morristown Sewer System Improvements will not have a significant adverse environmental impact. The action involves the installation of PVC forcemain and individual vacuum stations at each residence. It also consists of the expansion of the wastewater treatment plant to include additional Sequencing Batch Reactor (SBR) units and associated tankage and piping. All sewer collection main work will occur within the previously disturbed road right-of-way (ROW), all treatment plant upgrades will occur immediately adjacent to the existing plant on land owned by the village. The project is located along portions of High Street, Chapman Street, Morris Street and Main Street in the Village of Morristown, New York.
