Project Description:

The Department has made a tentative determination to modify the existing permit for the existing sewage treatment plant outfall to the West Branch of the Tioughnioga River, a Class D watercourse. The "Environmental Benefit Permit Strategy" Department initiated modification includes new monitoring for Total Nitrogen, TKN, Nitrate (as N), and Nitrite (as N). This modification is proposed in accordance with the NYS Tributary Strategy for the Chesapeake Bay Watershed Restoration. Project is not subject to SEQR because it is a Type II action.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to utilize approximately 0.25 acres of the adjacent area of state wetland EL-9 for a new seasonal trailer park. Alternative plans have been reviewed and impacts have been minimized including relocating the leach field outside the regulated adjacent area. No direct impacts to the wetland are proposed.
