Project Description:

The applicant requests a permit for the construction and operation of a 240 ton per hour H & B asphaltic conrete batch plant, rotary aggregate dryer with baghouse, two liquid asphalt storage tanks (10,000 and 15,000 gallons), aggregate hoppers and conveyor. The rotary aggregate dryer will be fired with No.2 fuel oil or waste fuel A. Crushed stone and sand will be trucked to the plant from off-site sources. The facility has accepted a limit on the quantity of asphaltic conrete that it can produce during any consecutive 12 month period. By accepting this limitation the facility's emissions for Carbon Monoxide (CO), Sulfur Dioxide (SO2), Particulate Matter less than 10 microns (PM-10), Oxides of Nitrogen (NOx), Volatile Organic Compounds (VOC), and Hazardous Air Pollutants (HAP) will be less than their respective major source thresholds. The facility must meet 6 NYCRR part 225-1 sulfur in fuel oil limits, Part 225-2 waste fuel A constituents/properties and combustion efficiency requirements, and New Source Performance Standards for Hot Mix Asphalt Facilities (40 CFR 60, Subpart I and Subpart A) requirements, which includes particulate and opacity limits.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0006050), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Irving Tissue Inc., facility has a design flow of 6.0 mgd. The wastewater treatment facilities treat process wastewater from the manufacture of tissue paper and packaged products. Treatment consists of coagulation, flotation clarification, neutralization and discharge. Sludge is dewatered by belt filtration and hauled off site for landfill. The facility has treated surface discharge to the Hudson River, a class C water.

The following changes to the permit are proposed: Permit pages have been updated based on current DEC guidance, format and nomenclature. Contact names, addresses and phone numbers have been updated. References to stormwater outfalls 024-030 has been added. A definitions page has been added. Outfall 022: Interim - effluent limits and monitoring requirements have been added. Effluent limits for BOD5 and total suspended solids have been reduced. Action levels and monitoring for parameters have been added. Final - effluent limits and monitoring requirements have been added. Effluent limits for BOD5 and total suspended solids have been increased upon installation of second paper machine. Outfall 023: Effluent limits and monitoring requirements have been added. Outfall 026A, 028, 029, and 030: Effluent limits and/or monitoring requirements for flow, oil and grease, and total suspended solids have been added. A short term high intensity monitoring requirements for oil and grease at outfalls 024, 025, and 208 have been added. An outfall locations map has been added. Best Management Practices requirements have been added. List of approved Water Treatment Chemicals has been added. Discharge Notification requirements has been added.
